Victoria Oseyande Udoh is a recognized leader and visionary expert in Monitoring, Evaluation, and Learning (MEL) with over 17 years of distinguished, progressive experience driving transformative development outcomes across Africa. Currently serving as the Director of MEL at the African Centre for Leadership, Strategy and Development (Centre LSD) in Abuja, Victoria has consistently demonstrated unparalleled strategic leadership, innovative project design, and organizational development expertise that have significantly enhanced the capacity, impact, and sustainability of civil society organizations (CSOs) and business membership organizations (BMOs) throughout Nigeria and beyond.
At Centre LSD, Victoria spearheaded the implementation of the SCALE project, successfully strengthening over 700 CSOs and BMOs, while directly mentoring senior leadership teams 102 organisations to improve governance, strategic planning, and succession frameworks. She is renowned for her ability to design robust MEL systems—developing results frameworks and Theories of Change models that drive measurable outcomes, transparency, and accountability.
Victoria is also a seasoned resource mobilizer, aligning organizational goals with global priorities to secure sustained multi-year donor funding. Her advocacy influence spans national reforms, including contributions to the Nigeria Development Plan, the NGO Bill, and constitutional inclusion of women in governance. She has championed equity, inclusion, and anti-racism through pioneering initiatives that bridge policy and grassroots action.
Before joining Centre LSD, Victoria headed the MEL Department at the Centre for Democracy and Development (CDD), where she coordinated a national civil society initiative monitoring Nigeria’s Debt Relief Gains—mobilizing 45 CSOs to report findings directly to the Presidency. Earlier in her career, she made significant contributions to health and education programs, reflecting her holistic approach to sustainable development.
Victoria holds a Master of Science in Economics, a Postgraduate Diploma in German and Development Language (Hamburg, Germany), and is currently pursuing a PhD in Economics. Her continuous professional training includes gender equality, theory of change, data science programming, organizational development, livelihood and entrepreneurship, and international MEL standards.
A prolific author, Victoria has produced over 150 impact stories and research reports that have influenced national and regional policy. She is an active member of the Nigerian Economic Society, the Society for Monitoring and Evaluation Association of Nigeria (SMEAN), and the Chartered Institute of Strategic Management of Nigeria (ISMN).
