The Memorandum outlines the establishment of an independent body tasked with recommending candidates to the President for leadership of INEC. This process, which will be competitive, is designed to actively involve citizens including marginalised and underserved communities, ensuring that their voices are heard and that the recommendation of candidates to the President is transparent, inclusive and representative. By fostering public participation, the aim is to enhance public trust, legitimacy and credibility of INEC and, ultimately, the electoral process.
