Budgets and budgeting in the state in the last decade were drawn from different policy regimes. The period 2003-2007 saw the state aligning to the national policy National Economic Empowerment and Development Strategy (NEEDS) by adopting a State Economic Empowerment and Development Strategy (SEEDS) while the period 2007-2010 was guided by an ‘All-point’ Agenda as embodied called the Anambra Integrated Development Strategy (ANIDS) for the development of all sectors simultaneously. This was augmented by the State Strategic Plan to govern economic and social development for the period 2010-2013 alongside the State Vision 20:2020 in line with the national aspirations.
