See More ResourcesThis action plan document details Plateau State’s strategic framework for embedding transparency, accountability, and inclusivity into governance through the Open Government Partnership (OGP) platform. Covering the period 2021 to 2023, this action plan was developed through an intensive, multi-stakeholder co-creation process that included government actors, civil society, media, academia, development partners, and marginalized groups. The plan is anchored in the Plateau State Development Strategy (PSDS) 2019–2023, particularly its pillar on Peace, Security, and Good Governance.
The document identifies five thematic focus areas—Fiscal Transparency, Citizens’ Engagement, Gender Equality, Extractive Transparency, and Peace & Security—and outlines six core commitments aimed at delivering transformative governance reforms. These include improving transparency in public procurement through e-platforms, expanding participatory budgeting processes across all local governments, and operationalizing robust citizen-government feedback mechanisms.
A major innovation is the planned “Click ‘n’ Tell” citizen engagement app, a digital feedback system designed to bridge the gap between citizens and policymakers. The action plan also includes a state-wide Results Fair, interactive media engagements, and the creation of dialogue platforms to share achievements and receive feedback.
On fiscal transparency, Plateau State commits to strengthening its open contracting portal, updating procurement policy guidelines, and conducting results-based monitoring and biannual socio-economic surveys. These are aimed at curbing corruption, ensuring better use of public funds, and promoting equitable development.
The gender equality component proposes the operationalization of a Gender and Equal Opportunities Commission to enforce the state's gender law. It seeks to boost female representation in leadership, address gender-based violence, and advance economic empowerment of women and girls.
To improve transparency in the extractives sector, the plan introduces the Plateau State Extractive Transparency Forum (PSETF), which will track community development agreements (CDAs), environmental management plans (ESMPs), and monitor derivation funds from mining operations.
The OGP implementation is coordinated through a State Steering Committee, five thematic working groups, and an Independent Monitoring Body comprising academia and CSO representatives. The plan also features inclusive communication strategies, participatory policy design, and a commitment to cascade reforms to the grassroots level.
