See More ResourcesThis action plan document sets out Kogi State’s strategic direction for deepening open governance under the Open Government Partnership (OGP) platform for the years 2023 to 2025. Developed through an inclusive, multi-stakeholder co-creation process, the plan reflects the state government’s renewed commitment to transparency, accountability, citizen participation, and public sector reform. It addresses key governance challenges by focusing on five thematic areas and nine targeted commitments.
Under Fiscal Transparency, the plan proposes increased citizen participation in the budget cycle, the implementation of open contracting standards in public procurement, and reforms to enhance transparency in revenue generation and utilization. These efforts are geared toward improving public trust, reducing corruption, and enabling citizens to track how public resources are allocated and used.
The Access to Information component prioritizes the legal and institutional frameworks required to grant citizens enforceable rights to access government-held information. The plan includes the development of a Freedom of Information (FOI) policy, designation of desk officers across MDAs, and training to promote a culture of proactive disclosure.
The Citizens’ Engagement and Empowerment pillar is focused on institutionalizing citizen forums in ministries, town halls, and local media platforms to foster continuous feedback and co-creation in governance. The state also plans to deploy technology-based tools, including a dedicated OGP website portal, for gathering and responding to citizen inputs in real time.
In the area of Service Delivery, the action plan zeroes in on improving education outcomes through infrastructure development and teacher training. Key activities include the reactivation of SERVICOM directorates, formulation of teacher education policy, and implementation of service charters in key social sectors.
The fifth pillar, Extractive Transparency, introduces robust mechanisms to track mining revenues and ensure community rights are respected. It calls for the publication of contracts, environmental compliance standards, and the establishment of a state-level Extractive Transparency Forum. The plan is especially relevant given the significant mining activity in Kogi State, with operations spanning over half of its local government areas.
The implementation framework features a State Steering Committee composed of government and civil society representatives, technical working groups, and a fully staffed OGP Secretariat. Cross-cutting areas such as ICT, monitoring and evaluation, and financial accountability have been woven into the plan to support execution.
Overall, this action plan signals Kogi State’s commitment to building a more open, inclusive, and development-oriented public administration—one where government decisions are informed by data, driven by citizens, and aligned with global transparency standards.
