Jigawa State Open Government Partnership (OGP) Action Plan – Phase II (2021–2023)

This action plan document presents the second phase of Jigawa State’s Open Government Partnership (OGP) roadmap, covering the period from September 2021 to August 2023. Building on the lessons and performance review of the first action plan (2019–2021), SAP-II aims to consolidate reform gains and respond more directly to critical governance challenges through five strategic commitments. Developed through an inclusive co-creation process, the document reflects the state's continued commitment to transparency, accountability, citizen participation, and inclusive development.

The five commitments under this phase are aligned with Nigeria’s National Action Plan (NAP-II) thematic areas. They include: the establishment of a functional anti-corruption commission; enhancing female health workforce deployment in hard-to-reach areas; improving the competency of basic education teachers; expanding CSO engagement in project identification; and increasing public awareness of government programs and policies. Each commitment targets a well-defined public problem and outlines concrete milestones, timelines, expected outcomes, and responsible institutions for delivery.

A standout component of SAP-II is its strategic emphasis on inclusiveness and service delivery. For instance, Jigawa commits to increasing the presence of female health workers in rural communities, with a combination of redeployment, training, and advocacy. In education, the plan introduces competency testing and capacity-building programs for basic education teachers, prioritizing teaching quality and learning outcomes.

The plan also tackles civic engagement by funding logistics for civil society organizations (CSOs) to facilitate broader, more balanced community participation in project selection and budgeting. In the same vein, the government commits to revitalizing its orientation agency and deploying a multi-channel communication strategy to increase public understanding of government initiatives—thereby bridging the gap between policy intent and public perception.

Implementation is overseen by a multi-stakeholder Steering Committee and supported by Technical Working Groups. The plan provides for coordination mechanisms, funding strategies, and a monitoring and evaluation framework tied to each commitment’s results indicators. This structure ensures accountability while enabling iterative learning and improvement over time.

Through this second action plan, Jigawa State positions itself as a reform-driven subnational government, committed to institutionalizing open governance practices that can endure beyond electoral cycles and contribute to sustainable development.
