The Gwagwalada Area Council, as part of its commitment to the principles of open governance, transparency, and inclusive civic engagement, has developed a Local Open Government Partnership (OGP) Action Plan for the period 2024–2025. This plan responds to pressing governance challenges such as limited digital visibility, weak information dissemination systems, and inadequate citizen engagement mechanisms that hinder effective service delivery and economic growth.
Despite the national adoption of the Freedom of Information Act (FOIA), Gwagwalada has lacked the tools and platforms necessary to implement it at the local level. A survey conducted by civil society partners highlighted the absence of a functional website, a non-existent social media presence, no public access to budget or revenue data, and limited public knowledge of key local governance metrics, such as education and healthcare infrastructure. These gaps have limited citizen participation in decision-making and reduced opportunities for attracting investment and fostering development.
To address these challenges, the Council is committing to a multifaceted strategy that includes the establishment of a website and social media platforms, the creation of a FOIA helpdesk, the proactive publication of key datasets (budget, revenue, education, and health), and building institutional capacity for improved public communication. By integrating technology and fostering partnerships with civil society organisations, this Action Plan aims to enhance transparency, enable informed civic participation, and build a culture of accountability.
The plan is aligned with the Council’s broader strategic vision of strengthening citizen engagement and ensuring inclusive development, particularly for marginalised groups such as women and youth. It also supports national development goals and global commitments like the Sustainable Development Goals (SDGs), with a focus on digital governance, right to information, education, and health.
