See More ResourcesThis action plan document articulates Ekiti State’s strategic vision for embedding the principles of the Open Government Partnership (OGP) across its governance architecture from 2021 to 2023. As the State’s inaugural OGP plan, it reflects the administration’s commitment under Governor Dr. Kayode Fayemi to strengthen public trust, increase transparency, and foster inclusive, participatory governance.
The plan was developed through a multi-stakeholder process involving government institutions, civil society organizations, media, academia, traditional leaders, and the private sector. It is built around five thematic areas: Access to Information, Citizens Engagement and Empowerment, Fiscal Transparency, Anti-Corruption & Asset Disclosure, and Governance and Regulatory Reform. These areas are anchored by nine actionable commitments designed to improve public sector accountability and service delivery.
Under Access to Information, the plan proposes the creation of a centralized communications system, an online FOI request portal, and public awareness campaigns. It also emphasizes proactive disclosure and regular capacity building for civil servants handling public records. To deepen civic engagement, the plan includes interactive citizen platforms, town hall meetings across all LGAs, and digital feedback tools to track government projects.
Fiscal Transparency commitments aim to fully operationalize open contracting using the Open Contracting Data Standard (OCDS), supported by e-procurement tools and community-based monitoring. Governance reforms focus on digitizing government records, improving tax administration, and streamlining revenue-generating MDAs for efficiency and customer focus.
In the Anti-Corruption pillar, the plan outlines steps to adopt and domesticate the national anti-corruption strategy and establish a public register of beneficial ownership for companies. These measures are intended to close transparency gaps in contracting and prevent capital flight.
Implementation is coordinated by a State Steering Committee composed of equal representation from state actors and non-state actors, including CSOs, faith-based groups, and professional bodies. The plan also integrates a monitoring and evaluation framework, as well as cross-cutting elements like gender inclusion, digital innovation, and communication strategies.
Overall, this Action Plan positions Ekiti State as a leading subnational actor in Nigeria’s transparency and open governance movement, prioritizing citizen-driven development, institutional integrity, and sustainable democratic engagement.
