As the first Southeast Nigerian state to join the OGP in 2017, Ebonyi emphasizes leadership in open governance, civic inclusion, and transparency. The plan was developed collaboratively with various stakeholders, including MDAs, CSOs, and community groups.
The action plan focuses on four thematic pillars: Fiscal Transparency, Citizens’ Engagement and Empowerment, Access to Information, and Peace Building and Conflict Management, each with measurable commitments and implementation milestones.
In Fiscal Transparency, the state aims to simplify business operations, reduce taxation issues, and enhance revenue through measures like tax law reviews and digitization of revenue systems. Citizens’ Engagement emphasizes participatory budgeting and forums for better communication with marginalized groups.
Access to Information seeks to establish legal frameworks for public access to government data and proposes training for information officers. The Peace Building pillar supports conflict resolution initiatives through ward-level Peace Committees and community dialogues with mining companies.
