Delta State Open Government Partnership (OGP) Action Plan (2022–2024)

This action plan document presents Delta State’s comprehensive roadmap for implementing the Open Government Partnership (OGP) principles from 2022 to 2024. Developed through an inclusive, multi-stakeholder process coordinated by the Delta State OGP Steering Committee, this is the State’s inaugural OGP State Action Plan. It embodies a commitment to deepen transparency, build trust in governance, and enhance citizen participation across all levels of decision-making.

The strategy is organized around four thematic pillars: Fiscal Transparency, Environmental Sustainability, Citizens Engagement and Empowerment, and Social Security.

These pillars are operationalized through nine strategic commitments that address core development challenges and aim to strengthen service delivery, participatory governance, and inclusive growth. For example, under Fiscal Transparency, the state commits to full adoption of open contracting data standards (OCDS), improved budget participation, and reforms to enhance the ease of doing business and boost internally generated revenue. These measures reflect a desire to bring citizens closer to the budgetary process and eliminate leakages in public finance.

Environmental commitments are particularly forward-thinking. Delta State, as a critical oil-producing region facing ecological degradation, pledges to build climate-resilient infrastructure, recycle plastic waste into value-added products, and establish a dynamic Ecological Database (DED) for better planning and climate adaptation. These efforts reflect a shift toward a greener, more data-informed development model.

The Citizens Engagement and Empowerment pillar envisions stronger communication channels between government and the governed. Activities include the institutionalization of citizen forums, town hall dialogues, radio phone-ins, and media awareness campaigns. These are backed by legal and institutional commitments to ensure inclusive participation, especially for women, youth, persons with disabilities, and marginalized groups.

In the Social Security domain, the plan outlines concrete investments in health coverage for vulnerable groups, youth entrepreneurship support, vocational training, and livelihood enhancement. It is coordinated by agencies like the Delta State Job and Wealth Creation Bureau and the Contributory Health Commission.

The action plan emphasizes the use of technology and innovation, a robust communication strategy, and a monitoring and evaluation framework as cross-cutting tools for delivery. Implementation is to be jointly led by state and non-state actors, with funding from both the Delta State Government and development partners such as the MacArthur Foundation.

Through this SAP, Delta State positions itself as a leading subnational model of transparent, inclusive, and citizen-centric governance in Nigeria.
