Anambra State Open Government Partnership (OGP) State Action Plan (2019–2021)

This action plan document outlines Anambra State’s first roadmap under the Open Government Partnership (OGP), guiding governance reforms from 2019 to 2021. The plan was developed through an extensive co-creation process involving government stakeholders, civil society organizations, town unions, traditional institutions, academia, the media, and the private sector. Anambra, the first state in Southern Nigeria to join OGP, expanded its scope beyond the national thematic areas to include climate change and natural resource transparency.

The plan is anchored on five thematic areas and includes ten specific commitments. Under Fiscal Transparency, the state committed to expanding citizen involvement in the budget cycle, enhancing implementation of the Fiscal Responsibility and Public Procurement Laws, improving revenue generation, and enhancing the ease of doing business. These efforts aim to increase trust in public institutions and ensure that budgeting and procurement processes are open, competitive, and efficient.

In the Anti-Corruption pillar, Anambra introduced anti-corruption units across key MDAs and developed administrative frameworks to sustain OGP practices beyond political cycles. Commitments include training over 100 public servants, creating corruption reporting platforms, and producing an anti-corruption strategy document.

Access to Information reforms focused on enabling the public’s enforceable right to access government-held records. The plan proposed the development of FOI policies, training of designated desk officers, and incorporation of an FOI portal into the OGP website.

Under Citizens’ Engagement, the state prioritized permanent dialogue mechanisms between citizens and government through forums, town halls, digital feedback systems, and advocacy in local languages. These platforms are designed to allow inclusive participation—especially among women, youth, and people with disabilities.

The unique Climate Change and Natural Resources Transparency pillar addressed erosion, flooding, and land degradation through a multi-stakeholder strategy. The state committed to adopting Extractive Industries Transparency Initiative (EITI) standards, conducting community mapping and climate education, and introducing school curricula on climate change.

Implementation is overseen by a 22-member State Steering Committee composed equally of state and non-state actors. The action plan also emphasizes the decentralization of OGP principles to all Local Government Areas and 177 communities via the Association of Anambra State Town Unions (ASATU). Dedicated OGP desk officers were to be appointed across LGAs to support grassroots implementation.

This ambitious action plan places Anambra at the forefront of inclusive and transparent subnational governance in Nigeria—laying the foundation for a more accountable and citizen-responsive administration.
