Adamawa State Open Government Partnership (OGP) Action Plan (2021–2023)

This action plan document details Adamawa State’s first official roadmap under the Open Government Partnership (OGP) platform, covering the period from February 2021 to January 2023. As the first North-Eastern Nigerian state to join the OGP, Adamawa demonstrates strong political will to institutionalize transparency, accountability, and inclusive governance. The plan was co-created by government representatives, civil society organizations, the private sector, and development partners through a consultative and participatory process.

Structured around five thematic areas, the plan outlines strategic commitments to reform public institutions and improve governance outcomes. Under Fiscal Transparency, Adamawa commits to opening the budget process to citizens by publishing key documents, conducting town halls, enabling participatory audits, and deploying open contracting standards across MDAs. Efforts to improve the ease of doing business and automate revenue systems are also central to the plan’s fiscal goals.

In the Anti-Corruption pillar, the government aims to establish a dedicated anti-corruption agency, domesticate the Freedom of Information (FOI) Act, and make all government data—including financial reports and laws—publicly accessible online. These actions seek to combat systemic corruption and enhance trust in government institutions.

The Citizens’ Engagement pillar emphasizes technology-driven feedback systems such as a mobile app for tracking projects and submitting citizen reviews. Additionally, the state hosts regular community town halls and radio phone-in programs to broaden citizen-government dialogue, especially for rural residents.

With a focus on Social Inclusion, the plan addresses structural barriers that limit participation by women, youth, persons with disabilities, and marginalized groups. It includes initiatives to strengthen the implementation of inclusive laws, expand political access, and ensure equitable economic opportunities.

In the Improved Service Delivery area, the action plan targets equitable access to education, health, water, agriculture, and infrastructure services. It promotes data-driven planning, small business development, and capacity-building to support economic growth and increase human capital.

Implementation is guided by a State Steering Committee composed equally of state and non-state actors, supported by thematic working groups. Monitoring and evaluation tools, funding partnerships, and digital governance systems support the plan's execution.
