It is a result of extensive collaboration between government officials, civil society organizations (CSOs), private sector stakeholders, and community representatives. The plan reflects a strong commitment to transparency, accountability, inclusive governance, and citizen empowerment.
The document presents nine clear commitments grouped under four thematic pillars: fiscal transparency, access to information, citizen engagement and empowerment, and improved service delivery. These commitments are designed to enhance how public resources are managed, deepen civic participation, and ensure more effective delivery of essential services in areas such as education, health, and infrastructure.
One of the core strengths of this plan is its dedication to participatory budgeting and procurement reform. It advocates for open access to budget documents, online publication of spending data, and full adoption of open contracting standards. Citizens are positioned not as observers but as active contributors to the budgeting, implementation, and monitoring of public programs.
The action plan also seeks to institutionalize the right of access to information, ensuring that legal frameworks and systems are in place for proactive disclosure of government-held records. In terms of citizen engagement, the plan mandates the creation of permanent platforms—including digital portals and town hall systems—that allow for sustained, two-way communication between citizens and the government.
